Lots of fresh water - 1 litre for every 22kgs of bodyweight, with a pinch of Himalayan or Celtic salt in each glass. 
Colonics, enemas, juice and/or short water fasts. Make sure he does regular colon cleanses to clean out his colon. One juice fast will rarely fix an issue like this - it's probably taken his body a while to get in this state so it will take a while to heal. I would personally do shorter fasts making sure he is eating clean in between. 
NO meat, no dairy, no alcohol, no medications either prescription or OTC,  no refined sugars or packaged/processed 'foods'.
Following Tyler's 7 Principles of Health hashelped a lot of people deal with eczema but it can take a while. 
Also look at the emotions behind eczema or skin conditions. Inna Segal has a great book called Secret Languge of The Body which is worth getting.

Colon Cleanse - 4-days. Follow this with a 7 day plus, juice fast, then consider whether you want to do 3 days water fasting, or just continue on with juice for as long as you want, r feel comfortable with. Discomfort under you left ribcage could be kidney or pancreas, or even irritation in your colon. To help this, start your day with 500ml of celery juice, An hour later follow this with a litre of water with the juice of one lemon (whole lemon, skin and all). Then follow this start to your day with Cabala juice when you're juicing, but do the Colon Cleanse first. The whole time you're doing the CC and juice fast, do enemas, and/or have colonics.

Sorry to here your mum is going through that! 

Has your mum had her blood pressure checked? Sometimes you get a burning sensation in the finger, hands & feet, nails, it can be low blood pressure. Drink more water. Fluids increase blood volume. TT's greens, greens cold pressed juices. Clear out the colon - enemas & colonics, also extra support for hydrating the body.

Hi there, 

You can do it a couple of ways. 

Below is a Suggested Daily Schedule. You can be a bit flexible with this of course. 

6AM: Drink 1L filtered water with freshly squeezed lemon juice and a pinch of sea salt. Do a Shake & Bake then go for a walk 30-45mins

7AM: Your choice of Tibetan Rites or a personal morning ritual like yoga or meditation

8AM: Have Colon Cleanse mix as a drink or wait a minute to eat it like oatmeal (it thickens fast!) + drink 1-2L filtered water over next 2 hours

10AM: Have Colon Cleanse mix + drink 1-2L filtered water over next 2 hours

12PM: Have Colon Cleanse mix + drink 1-2L filtered water over next 2 hours

2PM: Have Colon Cleanse mix +  drink 1-2L filtered water over next 2 hours

4PM: Have Colon Cleanse mix as a drink or meal +  drink 1-2L filtered water

7PM: Enjoy a warm cup of herbal tea or fresh lemon and water + treat yourself by lighting some candles & have a relaxing bath!

OR

Take it twice a day for 30 days, making sure to drink 1-2litres of water before and after each serve.                       And eat high fibrous & water content foods.

I’m an ex smoker too Melissa. I believe that regular juice fasting and just following the 7 Princiopes of Health inc eating well, getting fresh air, 7x7 breathing etc will really help clear those toxins from the lungs. Also check out “lungs” in the Healing Guide. There are foods and oils that help support the lungs x
